said that business interests were always dominant in the Legislative Council and employers were effectively in control in the Labour Advisory Board in which proposals for legislation 'were discussed. They had plentiful opportunities to raise any

issue with the authorities in Hong Kong.

17. Mr Morton asked about the timetable for the completion of the report and Professor Turner said that he hoped to carry out the final phase of his enquiries in August/September, 1977. He had still to recruit specialist collaborators for the final stage of his work.
