Opening Remarks

This is my

1. I am happy to welcome you to this meeting.

first appearance in the Chair and I look forward to a useful

and informative discussion. You are all busy men and I know

you will have other commitments today. I hope therefore that

we shall be able to complete our business by midday. This

suggests that these opening remarks should be brief and that

we should get down to our main business without delay.

Apologies for absence

2. Mr Marton of the CBI has explained that because of

another engagement in Brussels he is unfortunately not able to

be with us today.

The minutes of the tenth meeting held in January 1976

were circulated shortly after that meeting. I hope they may

be confirmed as a true record. The major items discussed at

the last meeting also re-appear on today's agenda, notably

those relating to Hong Kong, South Africa and the International

Labour Organisation. I hope, therefore, that any matters
