Mr Stewart and I would like to suggest the following minoi amendments to the draft speaking notes for the Chairman on Professor Turner's report attached to your minute of 20 April:-

Amend the last sentence in sub-paragraph B on page 4 to read: "The Governor expects considerable opposition to these measures and anything that could be used to give substance to allegations that the Hong Kong Government are legislating under UK trade union pressure would be damaging".

Delete the second sentence and the first five words of the third sentence at the top of page 5 so that it would read: "There are also cautionary political factors against the TUC's argument. A British trade unionist (We think it would be better to avoid any mention of the Chinese Feople's Republic, not least because I suspect that the TUC, like many members of the Labour Party, believe that we pay undue regard to the "Chinese Dimension" in dealing with Hong Kong's affairs.)

(iii) Amend the beginning of the second paragraph on page 5

to read: "However, criticism in Hong Kong of the current state of industrial relations in the UK is such .. (This has the advantage of doing away with the word "system"!)

Mr Stewart tells me that Mr Cortazzi has said that Lord Goronwy-Roberts should be shown the papers/briefing on Hong Kong prepared for the OLCC meeting. I attach a short draft submission to cover the paper on Frofessor Turner's report (OLCC (1977) la) and the relevant extract from your draft speaking notes, which I have had retyped. I should be grateful if you would confirm that you would have no objection to a submission on the lines of my draft.
