Hong Kong: Professor Turner's Report on a Study of Labour Relations

The Secretary of State has seen your submission of ?10 February and agrees generally with its recommendations. He would, however, like to send the Report to the TUC and the CBI under cover of a personal letter. He would like to do this well in advance of his meeting with Mr. Len Murray on Monday, 21 March. I should be grateful for draft covering letters as soon as possible.

The Secretary of State would also like to know how the Hong Kong Government has reacted to Professor Turner's Report (paragraph 5 of your submission).
