HONG KONG: PROFESSOR TURNER'S REPORT ON A STUDY OF LABOUR RELATIONS

1. The Secretary of State has minuted that he would like to send b dopies of Professor Turner's Report to the TUC and the CBI under

cover of a personal letter. Draft letters to Mr Len Murray and

Mr John Methven, and copies of the Turner Report, are attached.

2. The Secretary of State has also asked how the Hong Kong Government reacted to Professor Turner's Report. I spoke by telephone to the Governor on 10 March and asked him if he was now ready to send us his Government's comments. He said that after a long discussion with Professor Turner and in agreement with him he had decided that the Report in its present state was so much, as its

title implied, an "Interim and Provisional Review" that he felt it

would not be proper to comment until Professor Turner had

completed his study.
