Labour Relations in Hong Kong: Interim and Provisional Review by

Professor H. A. Turner (January 1977)

You will remember that at the meeting of the OLCC on

30 January 1977 Tony Crosland mentioned the intention to mount

an academic study of trade unions and industrial relations in

Hong Kong in co-operation with local institutions, including

the University of Hong Kong. This study has been undertaken by

Professor H. A. Turner, Burton Professor of Industrial Relations,

University of Cambridge.

In the time available it was only possible for Professor

Turner to produce an interim and provisional review and I enclose

a copy. I suggest that it be considered at the next meeting of

the OLCC on 29 April.

Professor Turner has said that he would like to complete

his study but needs to know very soon (by the end of March)

whether he will be asked to do so. He and his colleagues foresee

that other consultative work might be available to them in the

Easter and Summer vacations. In the circumstances, I decided

to offer him terms to conclude his review, probably by visits

to Hong Kong in April and August lasting one week and three to

four weeks respectively.
