I attach, as requested in your manuscript note on FCO telegram No 207 to Hong Kong, copies of the Secretary of State's letters of 17 March to Mr Len Murray and Mr John Methven together with the top copy of Mr Stewart's submission of 16 March on which the Secretary of State first queried the Governor's conclusion that it would not be proper for him to comment on Professor Turner's "Interim and Provisional Review". What I said in paragraph 2 of the telegram was based on what the OLA told me that the Secretary of State had said to him before yesterday's meeting with Mr Murray and Mr Jack Jones.
