4. The Governor has said in paragraph 4 of his telegram that he expects Professor Turner to concentrate on "industrial

relations in the narrow sense" during the second stage of his study. If, however, for the reasons given in Professor Turner's interim report, it is not practicable to expect the unions to play a part in this field, the TUC may come down in favour of their being given the opportunity to play, and to be seen to be playing, a role in the development of Hong Kong's social services, e.g. education, housing and social security. The OLA has already received

indications that the TUC representatives will make this point at the OLCC meeting on 29 April.

5. I think that the next step is to await the TUC's and the CBI's views at the OLCC meeting. I recommend that in briefing for that meeting we should take account both of the Governor's comments and of Professor Turner's preliminary conclusions. The OLA concurs.
