TELEPHONE CONVERSATION WITH GOVERNOR OF HONG KONG RE TURNER STUDY

1.

We are having difficulty with ODM over financing the second stage. If ODM finance they will insist on issuing form contracts to Professor Turner and his colleagues and on controlling their expenditure. The ODM control system is rather rigid and we foresee that Professor Turner would be antagonised to the detriment of the second stage. We hope therefore that the Governor will arrange for the additional £5,650 to be provided from HKG sources.

2. If the Governor agrees to this then the Department will issue a letter to Professor Turner informing him that agreement has been reached for the second stage to proceed and asking him for the names of two colleagues for the second stage.

3. When informing Turner about the second stage, we shall instruct him to submit his report to the Secretary of State. You may wish to discuss with the Governor whether we should give Professor Turner a date for submission of his report. My a dvice is that we should since we are likely to be asked by eg the OLCC, when the final report will be ready.

4. It will make dealing with Turner easier if an officer is designated by the Hong Kong Government to handle all matters of administration and payment in connection with the second stage.
