Sir,
1. I am most grateful to you for agreeing to provide the balance of the money for the completion of Professor Turner's study.
We would run into difficulties with ODM if they were to provide any further monies. Apart from the fact that they prefer their aid to go to the least developed countries they have said clearly that for the second stage of the study they would insist on Turner following the normal ODM rules for consultancies. These are restrictive and, if applied, would certainly antagonise Turner and give him yet another opportunity to display his usual temperament.
2. We have, as you know, transferred £4,000 to a suspense account held by your Government and I estimate that something less than £6,000 only will be required from your funds. A rough breakdown of the cost of the second stage in line with what Professor Turner told you in his letter of 22 February 1977 is as follows:

Two return fares Sidney/Hong Kong
Subsistence at Class A rates in Hong Kong
for approximately 5 weeks
Sundries (eg taxis, telephones, cables,
entertainment)
Honorarium
COSTS FOR TWO ACADEMICS:
Return fares
Subsistence for 4 weeks for each academic
Sundries at £100 each
Honoraria at £200 a week each for 4 weeks
OTHER COSTS:
Employment of a local assistant for 4 weeks Contribution to Asian Study Centre
