1. I am directed by the Secretary of State for Foreign and Commonwealth Affairs to invite you to carry out further studies on labour relations in Hong Kong in order to finalize your paper entitled "An Interim and Provisional Review" and produce more definite and detailed suggestions for action.

You will carry out the study in whatever way seems appropriate to you. However, I am assuming that:

(a)
you yourself will need to visit Hong Kong twice for about 5 weeks in all;
(b) two suitably qualified academies appointed by you will need to visit Hong Kong for 4 weeks each;
(c) a research assistant from the Hong Kong University will be required to work under your direction.
I am authorized to offer the following terms of remuneration,
(a) for yourself, an honorarium of HK$ 12,800 plus subsistence for a 5-week stay in Hong Kong at the current rate applicable to senior British officials on short stay in Hong Kong. This would amount to approximately HK$7,900. A further amount of HK$ 1,200 will also be paid to cover incidental expenses, e.g. entertainment, telephone calls, books, postage, etc;
(b) for each of your two academic colleagues an honorarium HK$6,400 for their #4weeks' work.
They
will also receive HK$800 each for incidental expenses
and subsistence payment for 4 weeks at the rate paid to senior British officials;
