PROFESSOR TURNER'S STUDY

2. My first comment on the draft submission is that, knowing Professor Turner, I agree that we must refund the £3000 if he can show it was legitimately spent on his assignment and has not so far been repaid. I wonder if this sum includes the amount now claimed by Dr Fosh, particulars of which she has sent to Mr Duffy? Professor Turner will undoubtedly require her to be reimbursed in full.

Secondly, I do not think I would succeed in obtaining TUC concurrence for an extension of Professor Turner's study at this stage.
The primary need is to let the TUC see the report in time for it to be considered at the next appropriate meeting of the International Committee (presumably the one on Monday, 4 April). This timing would permit the General Council to consider the matter jat its meeting on Wednesday, 27 April, two days before the Overseas
Labour Consultative Committee meeting on the 29th. Until then I don't think we can expect the 'go-ahead' from a TUC official. I therefore suggest that the submission should omit the reference to obtaining TUC/CBI concurrence to an extension of Professor Turner's study. The submission should, however, seek Ministerial authority for the Overseas Labour Adviser, in sending copies of the study to both organisations, as authorised in the minute of 2 March from the PS to Lord Goronwy-Roberts, to mention the circumstances which require us to proceed, subject to ministerial authority, in re-engaging Professor Turner, by the end of this month. Draft letters to Mr Hargreaves of the TUC and Mr Healy of the CBI are attached.
