may be that he is counting this in the loss. Furthermore, Professor Turner agreed without any argument to the terms of service embraced by the agreement which he signed, which was in fact based on his calculations of the cost of the study. My Department is trying to get from ODM a detailed and definitive statement of the claims made by and the payments made to Professor Turner and his colleagues in order that I

can sort this out with him.

According to Professor Turner's calculations, the extended study will cost about £8,500. Add to this the sum of £3,000 which he says he has already lost, to make a grand total of £11,500. For the purpose of the present submission I propose to accept the fact that if the survey is to be extended it will cost £11,500 altogether. The Governor of Hong Kong, who is very keen that the extension to the Turner Study be made, has offered to provide some part of the cost of the Study, even up to as much as £7,500. He is, however, unwilling that the whole cost be found from Hong Kong Government funds since Professor Turner's objectivity could be attacked if it were known that the whole of the extension

had been funded by the Hong Kong Government. I understand that it may be possible to find about £4,000 from funds available within the ECO, However, this latter sum will need to be drawn by the end of this financial year, i.e. by

5 April. This should not present any great difficulties as it could, for example, be credited to the account of the Centre for Asian Studies in Hong Kong, the organization under whose aegis Professor Turner will work. While preliminary soundings of the ODM indicate that they might be prepared to contribute to the cost of an extended study, I do not believe the ODM would accept Professor Turner's claim for "compensation" för connection with the Study so far. therefore, consider that it will be wise to draw on the funds available in the FCO, if possible, in order to have money
