5. Whilst I am not competent to give a professional opinion on the Report, my own impression is that it is a solid piece of work. It dispels some widely held notions about Hong Kong labour and points the way to further progress - although not in the trade union field itself. Turner will be passing through Hong Kong at the beginning of February to look at the progress of the Study of Civil Service Labour Unions which he has instituted (see paragraph 80(3) of his report). He expects to see Alan Scott and Ian Price.
