TURNER STUDY ON LABOUR RELATIONS IN HONG KONG

Professor Turner came to the Office yesterday.

the following amounts are due to him, Professor Hart and Dr Fosh:-

First Stage of the Study

Professor Turner, £1,500 honorarium plus £100 for sundries; Professor Hart, £400 honorarium plus £50 for sundries;

Dr Fosh, £200 honorarium plus £50 for sundries.

Second Stage of the Study

Professor Turner, £800 honorarium;

Dr Fosh, £600 honorarium.

Additionally, Professor Turner has put in a supported claim for SHK 10,032.10 in respect of the survey carried out by Dr Fosh. I enclose this. BTC have paid him (their letter 90/1 dated 6 December 1976 refers) SHK7,472.55. Professor Turner is therefore out of pocket to the tune of XHK2,559.55. I consider the total cost of this survey to be very reasonable, and since the survey was vital to the Report I shall be grateful if you will take this minute as authority to pay the balance to Professor Turner. Incidentally, he made some passing reference to possible extra costs for use of the computer to process the survey material, so we may yet receive a further bill.

You will note from the details of the finances of the Turner Study up to 24 September 1976 that Professor Turner was paid SHK9,744 to Cover Professor Hardy's eight weeks' subsistence. Professor Turner states that he used this for his air fare from Sydney to Hong Kong but according to BTC they paid him the cost of his return fare. Fresumably this can be checked and if necessary you will make arrangements to deduct the excess payment from the outstanding balance due to Him.

3. I do hope you can deal with these outstanding payments expeditiously. Professor Turner and his colleagues have spent much extra time on preparing the Report in order that we could have it at an early date. It may be that we shall need to use their services for færther studies in Hong Kong on labour relations and they are more likely to accept further commission if payments of present balances to them are not delayed.

4. Dr Fosh's address for the next few months is: School of Humanities and Social Studies, Bath University, Bath, Avon. Professor

Turner can be contacted through Churchill College, University of Cambridge up to 30 January. In February he will be travelling but from 28 February onwards he will be at Faculty of Economics, University of Sydney, Sydney NSW 2006.
