Professor Turner rang me today to tell me of the telephone call he had this morning from the Governor of Hong Kong. Sir Murray raised two points. He was very worried about the possibility of someone in the TUC leaking the contents of the Review. He did not want a recurrence of the Macgougan affair. Turner did not commit himself on this point but apparently said that generally speaking the TUC received many official papers and were in the habit of respecting their confidentiality.

2. The Governor then asked when Professor Turner intended to finish his review. Turner replied that he had fulfilled his contract which expired on 31 December though he intended to continue his work on his own'. The Governor said he was worried lest the general indications for further action contained in the review should be taken as definite recommendations. Turner replied that this and the whole question of his continuing his review under official auspices were matters for the Governor to sort out with the FCO. He told the Governor he would be more cautious next time and require very definite terms of reference and the allocation of adequate resources. He said he thought he would be able to finalise his studies in a period of one month or slightly more. He would need the assistance of Dr Fosh and local help. He seemed satisfied that local help would be forthcoming without difficulty.

3. Turner asked me what arrangements were contemplated for consulting the TUC. I said that the Overseas Labour Consultative Committee was not now due to meet until 29 April and that doubtless the TUC (and CBI) would take that opportunity for making known their views on his "interim and provisional review". He then asked when the International Committee of the TUC would meet and I said it was their custom to meet on the first Monday of every month. He hazarded the guess that his review would thus be considered on Monday, 7 March. I did not dissent. He thought that my relations with the TUC's Allan Hargreaves were such that I might at least get some "informal comment" before the OLCC meeting. If I did, he would be glad if I would tell him unofficially. said I would.

Turner told the Governor he was likely to be in Hong Kong between 16 and 23 February before going to Sydney.

From what he said, I expect Turner to take a continuing interest in Hong Kong and I hope we can turn this to our advantage. He seemed assured of his good relationship with the Governor.
