2. Preliminary information from the TUC indicates that the International Committee does not intend to raise the subject of Hong Kong when they meet the Secretary of State on 25 February. Nevertheless I hope it will be possible to submit Professor Tunner's
Xinterim review to the Secretary of State by that date since it is
always possible that one of the TUC representatives will refer to it. Mr Hargreaves of the TUC mentioned to me last week that he was looking forward to reading the review.
3. I agree that it would be advisable to approach the ODM without delay to ascertain the extent to which they are prepared to finance the final part of Professor Turner's work. I assume your depart- ment will do this.

I accept the Governor's point that the final terms of reference will need to be carefully framed but we cannot consider their content, I fear, until the OLCC has met on 29 April. recent conversation with Professor Turner, it seems that he has in mind taking a closer look at the communist unions (he seemed confident of his ability to establish links with them) and examining what amendments may be desirable to the Colony's trade union/industrial relations/minimum wages legislation.
