the ODM are to be brought to consider making a contribution. Meanwhile, the Governor of Hong Kong has told me that he thinks it might be possible for the Hong Kong Government either to match £ for £ whatever sum the ODM might provide or, more likely, to contribute up to the equivalent of about £5,000 £6,000, paid through the FCO. (This would avoid the risk of the credibility of any further study being undermined by the Hong Kong Government's being directly involved in its financing.) I have asked the Governor to ask Professor Turner (without commitment) to produce an estimate of

the cost of an extension.

(i) that the OLA should send copies of Professor Turner's report to the TUC (and the CBI) and that consideration of the report be included in the agenda for the OLCC meeting on 29 April;

(ii) that Ministers agree to an extension of Professor Turner's study and that revised terms of reference be formulated in consultation with the Governor of Hong Kong and Professor Turner after consideration of any discussion at the OLCC meeting;

(iii) that Ministers should, if necessary, be prepared to take up the question of financing a further study with ODM

Ministers.
