Roberts' letter of 4 January indicated only that action would be taken during 1977. The Brief on General Labour Matters, Annex 1, item 6(iv), scheduled the amendment for the second quarter; the SSB report for February-April said the first draft bill was expected in the next quarter (ie. by the end of July). The Governor's letter of 4 May, para. 5(c), says the bill will be enacted "before the end of 1977.”
The SSB report for May-July says it is aimed to complete the drafting of the legislation during the quarter August-October.

Legislative action needed: amendment of the Employment Ordinance to
give all employees' one week's annual paid leave.
The bill (No. 53/77) passed Legco on 29 June 1977. (It had been scheduled originally for the first quarter of the year - see Roberts' letter of 4 January, Appendix II, item 5)).
OLA's Office may therefore expect to receive a trial report in support of the improved declaration shortly.
