Remarks

linked up with policy on trade union amalgamation and affiliation with organisations established outside Hong Kong. In local circumstances, such restrictions are considered necessary.

as no report on this convention has ever been called for and the relevant report form has not been sent to Hong Kong, it is impossible to examine in detail whether or not this convention can be applied. Moreover, complete prohibition of night work would seriously jeopardise industries on shift work

there is no statutory requirement to keep wage records in an approved form or manner

It is not proposed to introduce statutory minimum wages in agriculture at present. Agriculture is carried on mainly by small holders who are either self-employed or members of farmers' families

enforcement in the private sector presents great problems but consultations with industry and commerce is proceeding

there are no proposals to introduce a comprehensive social security scheme in Hong Kong

illiteracy of fishing boat owners and fishermen and traditionally harmonious relations render implementation impractical and unnecessary at this stage
