There has in fact been some slippage in the programme for 1976 in that we have not as yet received any proposals from Hong Kong in relation to Convention 92 (Accommodation of Crews) (Revised)) - see para. 3 of the Annual Report enclosed with Roberts' letter. (In the first sentence "92" is a misprint for "22"). The Report does promise, however, that an improved declaration will be proposed shortly.

Improved declarations on Conventions 2 and 14 have been submitted to the ILO for registration and the trial report sent in by Hong Kong on Convention 22 iş currently being examined in this Department; the provisions of this Convention are somewhat intricate and some legal points have to be checked, but we hope

reach a decision on an improved declaration soon.
