APPLICATION OF ILO CONVENTIONS
1.
I have been carrying out once more the annual review of Hong Kong's performance in applying ILO conventions in accordance with instructions which Mr Callaghan gave in 1975.
2. Whilst I appreciate the amount of work which is entailed in improving Hong Kong's position in the application of international labour conventions, I am disappointed that you were not able to carry out the intention declared by your Acting Secretary for Social Services in his letter of 13 September to improve declarations on 5 conventions. As you doubtless know, improvements were only in fact achieved in respect of 3 conventions and improvements in Conventions No 42 and No 94, to which I drew your attention in my telegram No 436
