2. I think that the submission that we are proposing should pay rather more attention than is done in the draft you have already cleared to what has happened since Lord Goronwy-Roberts carried out his review last year. I think also that it ought to contain a fuller assessment of what has or has not been achieved and of the prospects for this year. I have therefore recast and expanded the original draft submission and draft telegram with these considerations in mind. I attach the revised drafts and should be grateful for any comments you may have as soon as possible.
