I suggest that the telegram should also ask when the Factories and Industrial Undertakings (Amendment) Bill (item A. 487 of the minutes of the Council's 43rd meeting) is to be introduced into the Legislative Council; this Bill is needed for the improved declaration on Convention 90. Hong Kong should also be asked what the position now is on the Bill to amend the Workmen's Compensation Ordinance so as to cover silicosis and asbestosis and permit an improved declaration on Convention 42. The last information we have on this is Mr Ho's letter of 4 November.
