Can the Hong Kong Government confirm that

the necessary amendment to the Employment Ordinance will be made by the end of March and that the inclusion of a "fair wage' clause in Government civil engineering and architectural works is now being implemented? We are concerned that the improved declaration on this Convention should not slip further.

We find somewhat unconvincing the Government's contention that the necessar degree of prior consultation with employe and workers' organisations is not feasibl Can the Government explain why it is not, and also indicate the nature of the difficulties over consultation
