(b) The Police Force

Members of the Police Force are not bound by decisions reached under the provisions of 1968 Agreement. The views of the Folice Force are sought through the Commissioner of Police, who consults his staff through the Senior and Junior Consultative Councils of the Police Force.

(c) Agreement Officers -

The position of these officers as regards the binding nature of decisions is determined in the light of the provisions of their particular agreement of service.

(a) Unestablished junior staff -

Means whereby such staff can be brought within the ambit of the 1968 Agreement are now under consideration. At present, the pay of such staff is reviewed annually by the Fay Investigation Unit, and cost of living increases are determined on a quarterly basis, by means of an index-linked cost of living allowance.

There are at present 33 departmental consultative councils in 24 departments. Some councils have formal constitutions; other operate on an informal basis. The composition of these councils varies from department to depart- ment but, generally speaking, the Staff Side is made up of grade representatives and where appropriate, association

representatives,

Subject to the public interest, accredited staff representatives are allowed time off to attend meetings of the Councils and to undertake a limited but reasonable amount of association activities during office hours,

The three main Staff Associations are provided with offices while the use of office premises by departmental staff associations for meeting after office hours is at the discretion of the Head of Department,

Career Services

Career Services exist in the Civil Service and there is permanent machinery to review grade structures and pay scales. There being no separate "national" and "local" governments in Hong Kong, the question of difference in treatment of employees does not arise.
