I do not wish to comment in detail on the Report and agree generally with your replies to the earlier Questionnaire. Although, on balance, I would prefer a Recommendation rather than a Convention on this subject, the Proposed Conclusions with a view to 2 Convention supplemented by a Recommendation are generally acceptable subject to the following observations :-
(a) The rights provided for under Parts IV and V of the Convention should only be granted to recognised public employees organisations item 11 of your reply
to the earlier questionnaire refers, Froposed Conclusion 16 of the Recommendation appears to imply that recognition of some organisations and not others is not ruled out out there seen to be no limitations in the Convention itself. In Hong Kong there are now over 80 staff associations/unions and often several for the same occupational
¡for group.
(b) Proposed Conclusion 13 is acceptable on
the assumption that the words "such other methods" include consultation. There is no negotiation as such with public employees organisations in Hong Kong.
(c)
Proposed Conclusion 14 will also need to include reference to consultation as well as negotiation if it is to be acceptable to Hong Kong.
