1. I attach a draft written reply to the P2 by Mr Hooley, about which we spoke last week, conc rning ILO Conventions which are not applied to Hong Kong and the steps being taken to apply them.

2. The draft reply to the second part of the question is based mainly on Appendix II to Sir Denys Roberts' letter of 4 January 1977 to Mr Stewart (HKD's reference is HKK 211/625/1).

3. Should you wish to include in the reply a list of the Conventions which are applied in Hong Kong the information is of course available in this Department.
