new measures will only be effective if they are properly

enforced. So is the Governor; in the last session of the

Legislative Council he introduced legislation doubling the

the penalty for illegal employment of children and discussions

are now taking place between the Hong Kong Government and my

department over ways of improving the enforcement of the laws

governing the use of child labour.
