HONG KONG: FINES FOR THE ILLEGAL EMPLOYMENT OF CHILDREN

1.

You asked to see the papers on this subject 20 following Mr Dales' minute of 21 March.

2. I attach a draft of a submission that I am thinking of putting up in answer to the Secretary of State's enquiry and an accompanying draft telegram to Hong Kong. We could delay a submission until a reply is received from Hong Kong but, on the whole, I would prefer to submit now. I am doubtful whether Hong Kong will be able to report any significant progress since 5) the Attorney-General's letter of 27 January,

though I hope that a telegram revealing that the Secretary of State is taking interest will stimulate action. I think also that there would be advantage in letting the Secretary of State know now that we have been trying for some time to get Hong Kong to take action. Subject to your views, therefore, I suggest that we send off the telegram and I will clear the draft submission with the OLA and Mr Lipsey before finalising it.
