1. I have seen your submission of 23 March and subsequent telegram No.215.
2. I wonder if you have seen the attached schedule "Special Inspections of Child Employment in Industry in 1976* which I received from the Deputy Labour Commissioner. It is reassuring on some points, notably the small percentage of industrial undertakings found to be employing children and the small percentage of children in those particular concerns.
It shows, however, that the average fine is comparatively insignificant and unlikely to be a deterrent. The average fine appears to be only HK$ 534. The maximum penalty is HK$ 5000. There is therefore plenty of scope for fines of increased severity.
