1. Many thanks for your letter AGC L/M 1/77C of 18 April. We were very glad to learn of the stiffer sentences imposed in the two cases in which Crown Counsel have recently intervened. Also that new regulations increasing the maximum fine for offences against the child labour laws will be put to the Legislative Council on 4 May. (Eric Ho, to whom I am sending a copy of this letter, had already given me this news in his letter of 14 April.)

Lord Goronwy-Roberts will be interested to receive the Governor's reply to his letter of 7 April. I imagine that will cover the encouraging development reported in your own letter. Incidentally, we have given Teddy Kidd copies of your letter and of Eric Ho's in connection with the riposte that he is planning to send to "The Guardian" about the article on child labour that the newspaper carried on 22 April.
