recent year was HK$3,000 (in 1975), while the average fines imposed in recent years have only been of the order of HK$330. When, therefore, Price gave an emphatic "yes" to the Granada question as to whether he would like to see higher fines, I agreed, and so, I know, does Lord Goronwy-Roberts.
4. I pass this "UK dimension" reaction for what it is worth. It is of course for you to decide what if any use to make of it. I realise that the upsurge of criticism on labour legisla- tion reported in your telegram no. 1283 makes the present time a difficult one for any new initiative. (How I wish that we could somehow achieve government without leaks.) However, you may feel that it would be difficult to justify criticism of a more realistic implementation of existing legislation.
