1. You will wish to see the attached letter from the Attorney-General in Hong Kong in

Aftalereply to my letter, also attached.

2. This is the first time since I have been concerned with Hong Kong affairs that a

suggestion from us has been accepted without rancour and acted upon.

I hope that this

is an augury for the future.

3. The argument in the Attorney-General's last paragraph suffers from the fallacy of the undistributed middle. However, I do not propose to argue the point with him.
