Thank you for your letter of 2 December.
Speaking from the purely aviation stand-point I am not sure that charter services between SAIGON and HONG KONG even di a regular basis, need necessarily have any relevance to the Indo-China over-flight probleň, If that were the case we in DOT would not be very much concerned, lf such flights could become catablished with the Bangkok ACC on Route Red 85 at a point south of the boundary between the Bangkok and Hong Kong FIRS, 1 would surwice that the Hong Kong ACG could accept the aircraft in much the same way that it accepte any other aircraft joining the Hong Kong PIK on Red 35. In that eveut acceptance of such flights by Hong Kong would not in any way compromise our position in refusing to accept other than exceptional flights using the AMBER 1 Route.
That aside I suspect that the main issues are the political/security ones raised in Governor Hong Kong's letter of 4 August. No doubt colleagues in SEAD, HKD and in ilong Kong will comment on these.
