1. My initial reaction is that we should, unless there are very strong UK reasons to the contrary, accede to anv reasonable request for flights which we receive from the Hong Kong Government. Such requests would presumably originate from the Chinese and agreements wou be a useful means of building on the currently very good ..on relations.
