While nearly all air services problems have some political content, it seems to me that this one has more than most. If we were to go down the road that I gather you have in mind, we would need to reckon with the possibility of Press articles alleging that we were pushing Chinese passengers off the planes in order to make room for Europeans. The prospect fills me with some alarm.
I am therefore copying this letter to Alan Donald in order to keep him in the picture.
