Thank you for your letter EB22/45 of 3 November about the talks you are planning with the Swiss.

2. The figures you quote are pretty startling, but i wonder if you could let me know how they were arrived at. I note that you have warned the Hong Kong Government of your intention to open talks with the Swiss. We would be grateful to know how and when you passed this warning to the liong Kong Government and how they reacted.

3. I would also be grateful if you could let us in some historical background to the build-up of Swissair traffic on the route to Hong Kong. We understand that the Swiss have held rights to serve Hong Kong since 1957 and it would be usefui know how the present imbalance has developed.

I hope you do not mind this flood of questions. EL SOUND as if talks would be pretty contentious. I think it would help ensure a satisfactory outcome without too much backehal from Hong Kong and Berne if we can have a pretty detailed picture of the background before embarking on talks.
