(PARA 4 OF TUR) AND WILL ENDEAVOUR TO PRODUCE A CONSTRUCTIVE BRIEF FOR THE CONSULTATIONS. HOWEVER, WE FEEL THAT THE LONGER THE TIME LAPSE BEFORE CONSULTATIONS THE FIRMER WILL BECOME THE POLICY OF THE PHILIPPINE GOVERNMENT WITH RESPECT TO THE CONTINUING OPERATIONS OF PAL AND PATI, WHICH SEEMS TO BE IN A STATE OF FLUX. THE MEETING OF CPA AND PAL IN DECEMBER TO PROJECT TRAFFIC/CAPACITY MAY SHED SOME LIGHT ON THIS.
