Buildings with minor obstructions (para. 4(d))

There are nine buildings in this category with minor obstructions

on their roof such as water-tanks, stairhouds and roof-slaps varying from

7 in. to 4 ft. 4 in. The removal of these obstructions except in the case

of roof-slaps do not involve the demolition of building units. It is

proposed, subject to there being no unacceptable risks, to tolerate these

for the time being. A precedent for tolerating minor infringements of

such nature in the Walled City was created when 3. for S. after consultations

with D.C.A. decided (in his (84) in CR 6/662/68 II dated 18th February 1976)

that the minor obstructions on two buildings viz a water-tank on 42 West

City Road (height exceeded 4 ft. 4 in.) and the stairhocd on 24 Tung Tau Tsuen

Road (height exceeded 2 ft.) i.e. buildings A and B in Appendix I could be

tolerated because they constitute no more than mimor infringements.

Buildings bisected by the 150/170 ft. P.D. line (para. 4(e))

There are seven buildings in this category which is bisected by

the 150 ft. P.D. and the 170 ft. P.D. dividing line. Apart from the

difficulty of explaining this artificial divide to those involved and the

public at large, the job of having to reduce one side of a building

one case an odd corner, by as much as 20 ft. to the 150 ft. P.D. linc is

a difficult one. If the 170 ft. P.D. 'line were to be adopted in respect

of these buildings only two of them (Viz buildings F and G in Appendix I)

would exceed the height limit by 5 ft. 6 in. and 6 ft. 6 in. respectively.

D.C.A. had indicated (Vide his (53) in WKS/5/3c to S. for 3.

dated 28th July 1975) that "it would be possible within ICAO criteria to

amend the restriction covering Kowloon Walled City to 168 ft. thereby

obviating the need to reduce the height of certain of the buildings
