Enforcement of the Airport (Control of Obstructions) Ordinance in the Kowloon Walled City

Introduction

On 3rd September 1976, having considered G.S.C. Paper 25/76,

Governor's Security Committee advised and the Governor ordered, inter alia,

that:-

(a) no new buildings in the Walled City were to be allowed to

exceed the height limits;

(b) considerations be given as to the type and scale of the

problems of demolition of existing buildings which exceeded

the height limits and the most appropriate way of dealing

with those which represented the greatest risk to aircraft;

and

(c) S. for S. should report back to G.S.C. in due course with

recommendations as to courses of action.

Since September 1976 the number of buildings exceeding the

height limits laid down by ICAO within the Walled City have been frozen

through the vigilant efforts of the B.0.0., Police and CDO Kowloon City ·

Problem

3.

The problem that departments concerned were directed to

investigate is the presence of 40 buildings constructed and occupied

prior to September 1976 which have exceeded the height limits to

a greater or lesser extent. These 40 buildings were discovered

through a survey conducted by B.0.0. and later plotted onto Plan

No. 11-NE-11A Issue F dated 23.9.76. The relevant portion of
