1. I have discussed with FED and M&GD the content of Mr Donald's letter of 5 March to Mr Stewart (at folio 6 on HKK 183/1).

2. I am very pleased that the Political Adviser has changed his view of this problem. As perhaps I have said, Mr Donald argued strngly to me in Hong Kong last November that the problem of the overheight buildings within the Walled City was too intransigent a one vis-à-vis Peking to be susceptible to any solution. I am pleased that my interest in this matter in November appears to have spurred the Hong Kong Government on to earlier action than otherwise seemed likely. As evidence for this statement I offer paragraph 1 of Mr Sze's memorandum of 25 February 1977 to the Secretary for Environment in which Mr Sze refers to the Secretary for Security's minute of 23 November and the telephone conversation between myself and the Secretary for Environment, presumably of the same date. This was shortly after I began asking the questions I did.
