This paper owes its origin to decisions taken by the Governor's Committee on 13th July 1973 and the Secretary of Security's instruction to CDO(KC) conveyed in his memorandum (75) in SCR 5/3371/60 VIII of 23rd July 1973 addressed to Hon. SHA, Hon. DUS, Hon. DPW and D. of F.S. These decisions may be summarised as
follows:
H.E. ruled that, while improvements in such matters as hygiene, water supplies and fire prevention could be carried out, they should only be on a limited scale since they would only scratch the surface.
* CDO(KC) should investigate with departments concerned
the practicability of improvements within the limits set by H.E.
CDO(KC)'s actions have since taken two directions: (1) Continuing action taken in concert with USD and PWD
to improve:
* cleansing services both within the Walled City and
the contiguous Sai Tau Village.
water supply via standpipes throughout the periphery of the Walled City.
* drainage both within the Walled City and Sai Tau
Village.
(2) Investigation with the quarters concerned into the
practicability of making improvements to the three inter-connected problems of:
