a unit could be established in the Home Affairs Department under an Administrative Officer of sufficient seniority and experience and staffed principally by normal C.D.0. staff. Specialist staff with building construction and property valuation expertise would also need to be attached to the unit. It is unlikely that the task could be successfully undertaken other than such a unit set up for the purpose

on a full-time basis.
