With reference to your letter of 1 November, I enclose a draft G S C paper dealing with the problem of the older buildings. As you can see, is quite a mouthful and I am not sure how it will emerge.

Meanwhile, we have been enforcing the ordinance against attempts to put up new structures, though not without some difficulties. The C D O has also had to deal with the problem of an occupied building which began to fall down, but I think we have persuaded the residents to move and rebuild.

There was a red herring earlier this year when, as a result of Ron Bridge in his former capacity as Deputy Secretary for Security having sloughed off the problem on to Environment Branch, the latter began to consider plans for the total demolition of the Walled City, which would probably have resulted in the reciprocal demolition of the British Embassy in Peking! But I think it has now been established that we must deal with one problem at a time and not try to bulldoze before we can pickaxe.
