As to the technical problems which an airport at Macau could pose for Hong Kong, I would only add that there may well be various constraints (prevailing winds, nearby mountains, ease of construction and avoidance of heavily populated areas) which would dictate the alignment of the run- way(s) at Macau and Mr Downing may well be aware of such matters even though his memo of 31 January seems to envisage the Portuguese having a considerable measure of choice in alignment.

Finally, in redrafting the' Note I have inserted mention of the possibility of a new airport in Hong Kong since the uncertainty surrounding that matter may well increase our ability to play for time with the Portuguese.
