VISIT OF THE "OTTO HAHN" TO HONG KONG

1. I have now seen a copy of Drace-Francis' letter to you of 15 March.

2. I assume that you will be contacting the Ministry of Defence to arrange the question of "NUSAFE" facilities.

3. On indemnity, the Note referring to visits by the "Otto Hahn" to the UK was obtained by our Scientific Counsellor in Bonn from the German MFA. I see no reason why we should change this procedure. The enclosed telegram (Bonn 774 of 13 August) contains an English translation of the text of the Note. I have underlined the section which was subsequently amended (Bonn 946 of 15 October - copy also enclosed).

4. I am not certain of the legal position over Hong Kong or of the terms in which an assurance should be obtained. I would be grateful if you would consult your legal advisers over this. They may like to liaise with David Edwards who was responsible for legal clearance of the original Note.

5. When a suitable form of words has been worked out to cover visits to Hong Kong, I will ask the Embassy in Bonn to arrange matters.
