I am wirting to reply to your letter of 25 November to Mr Makepeace in Energy Department about the proposed visit of the "Otto Hahn" to Hong Kong. I am sorry that my reply has been so long in coming but I understand that Mr Makepeace has been in touch with you several times by telephone on the proposal and that representatives of the ship's owners, GKSS, also discussed with the Hong Kong Government earlier this year.

2. I am pleased to say that, subject to the ship's owners reaching satisfactory arrangements with the Hong Kong Government on such questions as insurance and safety, we would have no objections to the visit going ahead.
3. 1 much regret that for reasons associated with safety aspects of such a visit, the Hong Kong Government have said that it would not be possible at the present time.
