5. I have not yet replied to the German's Note of 23 November, even though they have recently taken to ringing up Energy Department to see how we are getting along. (When they last did so they said that you had given them the go-ahead but told them to discuss the safety and other arrangements with us) We replied informally that we thought there would be no difficulties subject to satisfactory arrangements being made between the ship's owners and their Consulate- General in Hong Kong on the one hand and you on the other. I enclose a draft of a letter that I am now proposing, with the concurrence of the other dpeartments concerned, to send the Federal German Embassy. Can you agree to this please?
