1. I share the sentiment you express at the beginning of your paragraph 2 but I think the disadvantages you mention of an immediate reply to the German note outweigh the advantages. I do not think we should bounce Hong Kong and 'since the Germans have already waited six months for a reply I do not think a further delay will make much difference. It sounds to me as though the GKSS have run into difficulties with others over making arrangements for the "Otto Hahn" to visit the Far East/South East Asia.
2. I think we had better reconsider when we have a "consolidated view" from MOD etc.
